'When the Regulator Calls'

This paper discusses a hypothetical situation where an
explosion has occurred in a roadside piece of plant. It
describes the regulator's powers, and an effective incident
management framework to meet the regulator's
expectations. Reacting to and managing an incident
effectively does not replace the need for effective system
safety design in the first place. A simple case study will
re-enforce the importance of thorough system safety
design upfront. The authors recognise that there are,
besides workplace safety, other areas such as Rail,
Aviation, Mining etc which are also regulated, but the
basic approach to the Regulator presented in this paper
would be the same across all regulatory systems. |
