Are We Making Progress?

    My background is in the rail industry and therefore I will draw on that heavily but I hope that some of the principles will be helpful whatever industry you are working in. What I would like to do is to give you a view of where I see the regulatory framework in Europe is at the moment. I'll do this by recapping the various related legislation that exist and then give a personal view on some of the emerging developments in what I perceive to be a swing away from a risk-based approach towards a more compliance-based regime. Then I will explain the latest work led by the UK Railway Safety & Standards Board (RSSB) that has lead to consensus on the practical application of the As Low As Reasonably Practicable (ALARP) principle, which although emerging from the rail industry can be applied to most other industries too.
